The Civil Service Commission (CSC) has issued a Certificate of Registration for a three-year Collective Negotiation Agreement (CNA) between the Light Rail Transit Authority (LRTA) and the LRTA Employees Association (LRTA-EA).
CSC Director Philip C. Apostol presented the registration certificate to LRTA Management during the Flag Raising Ceremony at the LRT-2 Depot, this morning, January 27, 2025.


LRTA Administrator Atty. Hernando T. Cabrera, LRTA-EA Vice President Marcelino Ganadillo, and other members of the LRTA-EA received the Certificate of Registration. Director Apostol commended the LRTA Management for securing the three-year registration, highlighting it as evidence of LRTAs commitment to supporting the well-being of employees through the LRTA – EA.


The CNA provides LRTA employees with a range of benefits, including CNA bonuses, health cards, shuttle services, and leave benefits, aimed at addressing their work-related needs while ensuring continued service to the public.
The LRTA-EA functions as the exclusive negotiating body for LRTA’s rank-and-file employees, operating under Rule XIII of the Amended Rules and Regulations of Executive Order No. 180, which delineates the rights of government employees to organize and establish public sector labor-management relations.
